Importing wholesale bedding from China to the United States is routine once you know the moving parts. In short: classify each product under the right HS/HTS code, budget for import duty plus any Section 301 China tariff, file an ISF "10+2", post a customs bond and clear through a licensed customs broker, and make sure the goods carry compliant FTC fiber/care and origin labeling. Here's how each piece works, how to estimate landed cost, and how the UK/EU, Australia and Saudi differ.

Step 1: Classify your bedding (HS / HTS codes)

Duty is driven by the Harmonized Tariff Schedule code, and one split matters most: a filled quilt sits in a different heading from an unfilled cover.

  • Bed linen — sheets, pillowcases, duvet/quilt covers (no filling): HS heading 6302; cotton bed linen is typically 6302.21 (printed) or 6302.31 (other / dyed / jacquard).
  • Filled quilts, comforters, duvets and summer quilts (with wadding): HS heading 9404 (e.g. 9404.40) — NOT 6302.
  • Confirm the exact 10-digit HTS line with your customs broker — printed vs napped vs embellished cotton can change the rate.

Step 2: Duties and Section 301 tariffs

Your total duty = the base (MFN) rate for the HTS line PLUS any additional Section 301 tariff on China-origin goods. Base rates on cotton bed linen run roughly 6.7%–12% depending on the exact subheading, and bed linen commonly carries an extra Section 301 tariff (around 7.5%) on top — so many cotton bedding lines land near 15–25% total. US tariff policy shifts frequently, so verify the current rate for your precise HTS code at hts.usitc.gov with your broker before every shipment rather than trusting an old quote.

Step 3: Customs bond, ISF and a customs broker

  • Customs bond: required for commercial imports — a single-entry bond for a one-off, or an annual continuous bond if you import regularly (it also secures the ISF).
  • ISF "10+2" (Importer Security Filing): filed at least 24 hours before the goods are loaded at the China port; late or inaccurate filing risks penalties up to $5,000 per violation.
  • Licensed customs broker: files entry via ACE and needs the manufacturer identity (MID) for textiles — strongly recommended for first-time importers.

Step 4: Labeling & compliance (what really applies to bedding)

For bedding, the governing rules are about labeling, not apparel flammability. Under the FTC's Textile Fiber Products Identification Act, bedding must disclose fiber content, country of origin and the manufacturer/RN, plus care labeling where applicable; the "Made in China" origin mark must be conspicuous, legible and permanent. (Note: the CPSC clothing-flammability standard 16 CFR 1610 governs wearing apparel, and 16 CFR 1632/1633 govern mattresses — flat bed linen such as sheets and duvet covers generally isn't subject to a mandatory federal flammability standard, though some buyers still request Class 1 test data.) Landed cost = unit price (FOB) + ocean freight + duty + Section 301 tariff + customs/broker/ISF fees + insurance + inland delivery. Ask your supplier to quote FOB, CIF or DDP so you know exactly what's included — DDP bundles freight and duties to your door, while FOB gives you control if you have a forwarder. Sample first, then lock pricing at your order volume.

  • UK & EU: about 12% duty on cotton bed linen (heading 6302) plus import VAT (UK 20%; EU ~19–25% by country); EU fibre-composition labeling (Reg. 1007/2011), REACH chemical limits (azo dyes, formaldehyde), and a GPSR "responsible person" required since Dec 2024.
  • Australia: 0% duty under ChAFTA with a valid Certificate/Declaration of Origin, plus 10% GST on the landed value — the origin paperwork is the key.
  • Saudi Arabia / Gulf: SABER / SASO SALEEM conformity is mandatory for textiles — a product PCoC plus a per-shipment SCoC — and Arabic labeling is compulsory (since the 2024 textile regulation). Certify per Gulf country; a Saudi PCoC does not cover the UAE.
